Under the proposed framework, graded penalties up to ₹1 crore will be imposed for violations related to the handling and movement of hazardous substances such as flammable liquids, gases, lithium batteries, and radioactive materials. 🔹 What’s New?• The draft rules lay greater emphasis on training and assessment of all personnel involved in DG handling.• The Directorate General of Civil Aviation (DGCA) will be empowered to grant approvals for specific DG consignments.• The DGCA will also perform stricter inspections and compliance checks than ever before. 🔹 Penalty Structure (Proposed):• Level 1 Offence – Non-compliance related to DG training: ₹10,000 to ₹1 lakh.• Carriage of DG without regulatory approval: ₹25 lakh to ₹1 crore. These proposed changes come as an amendment to the existing Aircraft (Carriage of Dangerous Goods) Rules, 2003.
